UN Council Approves the US Gaza Strip Initiative

A Security Council has voted to endorse proposals put forward by the US president for achieving a lasting peace in the Gaza Strip, featuring the stationing of an global peacekeeping force and a potential path to a Palestinian statehood.

Widespread Support with Key Abstentions

The proposal was approved by a vote of thirteen supporting, with both China and Russia abstaining. America's representative the American delegate informed the UN assembly that it charted “a new course in the region for both sides and all the residents of the territory alike”.

Balanced Wording on Palestinian Statehood

The inclusion of mentions to an sovereign Palestinian state was the concession the America paid for backing from the Arab states, who are anticipated to contribute peacekeepers for the multinational unit.

“The transitional arrangements that we start today must be carried out in following international law and respecting Palestinian self-determination,” the UK chargé d’affaires declared.

Netanyahu's Objection Persists

Nonetheless, on the brink of the resolution approval, leader Benjamin Netanyahu reaffirmed his cabinet's strong objection to the creation of a sovereign Palestine, raising questions on whether the Israeli government will accept the implementation of the UN-mandated proposals.

Central Components of the Measure

  • Prompt removal of remaining curbs on assistance into the territory
  • Establishment of an global security force
  • Steps toward rebuilding and a potential “avenue to Palestinian independence and sovereignty”

Vague Phrasing and Requirements

The inclusion to independence was a balanced insertion to an initial US draft which did not mention it. But the language is unclear and conditional, stating only that once the Palestinian leadership has implemented reforms and the restoration of the strip is under way, “the circumstances may eventually be in place for a feasible course to Palestinian independence and nationhood.”

Global Reaction

The wording was insufficient of the firm commitment to the establishment of a Palestinian state alongside Israel requested by Arab and Islamic states, as well as European delegates, but in addresses to the chamber after the approval, representatives from those states said they were willing to endorse the agreement in the interests of extending the current truce and swift steps to assist and secure the millions of Palestinians in the territory.

“Our delegation has eventually decided to vote in favour of this resolution, a text that we approve its core objective, namely the continuation of the truce and the establishment of situations allowing the Palestinians to claim their basic entitlements to independence and statehood,” Amar Bendjama stated.

Practical Difficulties

This measure grants overall oversight authority to a “peace board” chaired by Trump, but of undefined composition. The group has to update the UN but it is not required to follow the preferences of the UN or by the Palestinian Authority.

It also calls for the creation of a Palestinian technocratic committee that is tasked with overseeing routine management of the Gaza Strip and the delivery of services, but it is quite ambiguous who would participate.

Security Force Authority

The mandate of the global force authorizes it to neutralize and disband armed groups in the territory, but it is far from clear that potential participating nations would consent to face such organizations. No country has yet pledged to contributing forces.

Additionally the standards for modification of Palestinian leadership, the precondition towards progress on independence, have been unclear.

EU representatives said they considered it urgent that the names of the Palestinian technocratic committee to provide utilities was settled as quickly as possible.
